Can I install this locally without AWS?

With the README it says:

"Fill in AWS_ACCESS_KEY_ID_S3_STORE and AWS_SECRET_ACCESS_KEY_S3_STORE in .env"

But if I'm just testing this locally, do I need this? Would this be a dummy value if there is no S3 Bucket associated with this?

Just would rather test it out locally before connecting to the cloud.
