What: Implement testing

Why: To make sure we have proper coverage of the API before implementing error tracking.

Return the latest lib relases

What: Implement a new /libs endpoint that returns the latest version of all ReVanced related libraries.

Why: Because projects like revanced-manager might need to know when new libraries are releases for integration.

Implement logging

Finish checks on the logging branch so we can merge it into main.

changes for tools endpoint.

/tools endpoint always assumes an asset which is not always present.

Show timestamp of release on `/tools` endpoint

Is your feature request related to a problem? Please describe.
To have the release timestamp on each entry of the /tools endpoint to show on Manager how long the last update was released.

Use published_at field on the Github API release object.
