Scenario :

so i was building a dotnet docker container and it needed to downloaded a file from the nuget api
and i got this error

How i fixed it :

The nuget api uses tls 1.2 protocol , meanwhile powershell is using 1.0 as default
so we need to use the tls 1.2 instead with adding :
[Net.ServicePointManager]::SecurityProtocol = [Net.SecurityProtocolType]::Tls12 ;`
You can check the hostname using
https://www.ssllabs.com/ssltest/ and use the appropriate tls version depending on the results
