Runs out of RAM on Ubuntu 22

Regardless of the Firewall settings, i'm not seeing 2456 and 2457 UDP open in netstat. Port 22 is open and I can see it from here, but the server will not open 2456 and 2457. I have the firewall rules in place. even setup 27800 and 27801 and it won't open those up. I'm wondering if this is a group permissions thing. going to try that now

I got the initial server running but having issues uploading files (worlds) inside the vhserver directory with filezilla.

Error: /home/vhserver/Vanaheim.db: open for write: permission denied
Error: File transfer failed

I have tried to change the file permissions using:
sudo chmod -R ugo+rw /home/vhserver/

It asks for the password for vhserver:
Everything I enter does not work.

It states that the free tier comes with 1gb ram but in oracle free tier it says we can get up to 4cpu and 24gb ram linux machines
but they use ARM, is that a problem?
