Uncaught exceptions don't print correctly

Uncaught exceptions only print the frame at the time it realizes that it is uncaught. Because of the way exclib_clear_exc_frame works, the actual trace of the exception is lost. Need to find a way to clear frames without clearing the tracking data.

THROW() inside of CATCH() does not propagate outside of TRY() like it should

The following code should produce an Uncaught Exception error, but it doesn't:

TRY {
    THROW(3);
} CATCH(3) {
    THROW(3);
} ETRY;

The 2nd THROW should be thrown outside the context of the current TRY{} block and generate Uncaught Exception Error, but instead it is dropped inside the current TRY{} context and is re-caught, causing a loop, and breaking least astonishment.
