Maybe you can restrict in the platform to comment under the videos with the same name users or should be approved by other users etc. if the spam is the same name of the video creator.

Clean, no spam video portal.

In TV you may add some language learning programs from zero to advanced level with the content. I have netflix and I do not watch all waste of time series. maybe quality content may increase for quality time spending seekers.
