Support for tools that don't leverage the `extensions` property

Context

Some code scanning tools that output SARIF (e.g. Trivy and Checkmarx) list their rules definitions under the tool --> driver property instead of the tool --> extensions property (inline with 3.19.23 of the SARIF spec). These tools currently get skipped by the id pattern search.

Suggestion

Add an additional check for ids that live under tool --> driver --> rules
