Implement Mechanism to Support Array Template Values

While attempting to deploy a Step Function with a Task that invoked an ECS Fargate Task, I realize that there was no clear pattern for supporting template values that need to be replace by arrays.

I've decided that I'll make it so that the Terraform code:

variable "security_groups" {
    type = "list"
    default = ["sg-1234", "sg-5432"]
}

can be replaced in Terraform using:

data "template_file" "some_config" {
    template = "${file("${path.module}/step-function.json.tpl")}"
    vars = {
        security_groups = "${jsonencode(var.cluster_security_groups)}"
    }
}

Resulting in:

{
  "SecurityGroups":  ["sg-1234", "sg-5432"]
}

In the rendered template.

Add PassState

I forgot to add the pass state, which is quite useful for testing.

Missing files in sdist

It appears that the manifest is missing at least one file necessary to build
from the sdist for version 0.1.4. You're in good company, about 5% of other
projects updated in the last year are also missing files.
