For stuff like the WLAN interface, it's a pity for the device owner to expose all the SSIDs as this gives away the device's location, and affects the owner's privacy.

Interfaces like Bluetooth are worse however, because a Bluetooth scan might expose other personal devices not belonging to the same device owner! (You could sure argue that people could turn off broadcasts on their devices, but not every piece of hardware allows you to, and more importantly, most people probably aren't aware of the issue in the first place. Also, paraphrasing the local radio regulations, just because you can receive something does not entitle you to talk about it.)

Also note that there are OSses that insist on using the owner's full name to configure devices' broadcast names, like "Joe Q. Random's keyboard".
