Prepare server for permissions tightening:

Check permissions on all channels.

For public channels, @everyone should have everything set to inherit, no explicit permissions. That will allow Mod permissions to be inherited without explicitly specifying them in every channel.

Bot migration

Due to Mee6 wanting to charge an unreasonable amount of money to support proper security, we need to migrate all of our custom commands over to YAGPDB (Tuto-chan) now instead of doing it slowly over time.

• FAQ commands (merge aliases. existing example in faq-54/error-500)
• Silly commands (GIF commands)
• Script commands (merge all !script-* commands into !script using params)
• Spreadsheet commands (filed under utils with the existing hh wiki command)
