sqlite_open() dont work

When i use the function sqlite_open() appears the error: 
Call to undefined function sqlite_open.
The error is because i dont use correctly the values of this function?

Another Virus Detected by Avira

What steps will reproduce the problem?
1. in your supplied 'Chrome.exe' - there is a virus detected
2. My Antivirus is "Avira.com - free Antivirus" 
3. the virus name is "BDS/Rogue.774145"

What is the expected output? What do you see instead?
The program is blocked and not allowed to run in Windows7

What version of the product are you using? On what operating system?
Product version:

Operating System: Windows7 64bit, 

Please provide any additional information below.
Use ubuntu/linux to build the thing without any virus before redistributing.

I hope you continue with this very nice idea. I strongly suggest to you try to 
bind the idea with a popular php framework like Laravel or CodeIgniter (sux, 
but very popular) and Composer both pre-installed. That will help to find new 
contributtors.

Virus founded: BackDoor.Generic16.CMAW

1. Unzip the file
2. With AVG AntiVirus, just LOUNCH Luncher.exe

What is the expected output? What do you see instead?
VIrus Detected and no response

download sem o exe do chromium

Chromium Portable's connection attempt to 127.0.0.1 was rejected

What steps will reproduce the problem?
1. after replacing existing chrome.exe with new portable chrome 
2. when i click launcher.exe
3. this problem is showing i have tried all possible methods like including the 
file in windows firewall, deselecting use proxy server,etc.

What is the expected output? What do you see instead?
i expected to see something like home page of this application instead all i 
see is the error message
