Add documentation for how to run this locally

Also, how do I get it to watch Sass? I tried making a change to assets/sass/main.scss but it's not updating. I did jekyll serve to run it.

Build log view access

Contributors without Federalist access cannot view the build logs. This means that when a build fails they don't know why.

• Is it possible to make build logs viewable outside of the Federalist authentication?

Wrap section headings in an anchor so that they are easily linkable

Would be nice if the section headers were wrapped with an anchor that looked like <a href="#section-heading-slug"> to make it a little easier to click on a heading and then share the url to that specific section.
