could you please tell me how to clear this problem?

it keeps giving me the error: failed to connect to 'my ip': Connection refused

adb server's $ADB_VEND

Getting this error:
This adb server's $ADB_VENDOR_KEYS is not set
Try 'adb kill-server' if that seems wrong.
Otherwise check for a confirmation dialog on your device.
