Just got around to trying it and I'm having an issue where its not creating a config on startup.

And your host' system logs don't disclose if it perhaps says 'failed to create config.yml, permission denied' or something?

No I don't see anything like that in the hosts logs, and no errors in latest.log or startup aswell

I think it's because of how Paper is on 1.20.6 now with their craftbukkit stuff;
