I was able to use the Leaflet shapes to create circle markers and a rectangle, properly rotated. Possible Pull request coming tomorrow.

Any reason for generating custom shape data instead of just sending a list of all the areas and drawing real circles? I think we should be able to leverage the existing area representation code (after some refactoring)

The reason I used custom shapes was I only had to generate a single file to check if I was reading and writing the data correctly. geojson does not support circles for some reason. I look into the area representation code.
