Publish the docset generator as a separate python package about zeal

My docsets generators for Qt5 and Python are quite simple - just a bunch of SQL inserts with lxml parsing, and are already available in the gendocsets directory. It's not really something reusable by other way than copy-paste, so I'm not sure if having them as a separate package is going to help much. If I implemented some general purpose docset generating code, then this could be helpful, but might be actually an overengineering. The sqlite table is rather simple and I think it might be better to just document it instead of trying to design some Python API.

Note you can also use docset generators for Dash, like doc2dash.

More detailed input about what might be helpful is obviously welcome. :)
