Meanwhile, for those arriving at this issue, @str4d's Python implementation of the PoW https://github.com/str4d/zcash-pow may be closer to what the spec should be than the Equihash paper or the C++ code.

In terms of the specification, my Python implementation is identical to our C++ code - the same test vectors pass with both of them (although I still need to update my Python implementation to handle the changes in zcash/zcash#1048). The Equihash paper is underconstrained, and thus the authors' C++ code is currently not specification-compatible with ours.
