Doesn't work perfectly. The settings give technical difficulties error.
I fixed the settings by using
sudo apt install gir1.2-clutter-1.0 gir1.2-clutter-gst-3.0 gir1.2-gtkclutter-1.0
but unfortunately, blyr doesn't function. The panel doesn't work. Activities work but panel doesn't function
Developer should update blyr, would love to have this on my Ubuntu 19.04

Hi @NayamAmarshe ! Thanks for giving these installation instructions for the requirements of Blyr on Ubuntu. I am aware of the fact that dynamic panel transparency was removed in GNOME 3.32. On my machine, I tried some ways to re-implement the feature using my extension, but I came to the conclusion that this would add way too much code not related to the actual function of my extension than I am willing to maintain for that sole purpose. BUT: I never removed the code responsible for blurring the panel nor did it stop working - in fact, if the panel blur is activated in the settings, the blurred panel background is generated and added to the panel. It's just hidden underneath the opaque black panel bar.
Today I installed this extension, which does exactly the thing I was trying to implement myself - and to my surprise the blurred panel appeared just as if GNOME hadn't ditched the dynamic panel transparency in the first place!
I have to do some more testing on the compatibility between my extension and the one mentioned above before I link to it on the README, but I highly encourage everyone who misses this feature to install and test the extension on their own. Props to @rockon999 for doing such a good job of bringing back this feature so many people liked about the previous GNOME versions!

TL;DR
If you want to get the panel blur functionality back, just install this extension and enable panel blur in the settings panel of Blyr.
