Politics table is empty about unciv

Not empty, it's ""just"" that the header displaces the content. The content ScrollPane is just the height of its inner Table padding, which you can see by placing the mouse near the bottom edge and scrolling the wheel.

Some consequence of someone once deciding that the "ball of yarn" content needs to go into the fixed header, Plus the Gdx Quirk of Table breaking their own Layout contract and not forgetting cached row heights on invalidate. OK, not 100% right that rant, you need ScrollPanes in Cells too to get that quirky behaviour. Haven't fully understood the phenomenon yet. So, I can kludge-patch it, but not fix the root cause.
