No acknowledgement email after booking appointment in pre reg about mosip-guinea-ref-impl

acknowledgement email worked after booking an appoitment in pre reg. But got this email after 22 mins.

Also able to resend ack. email. But got this email after 15 mins.

This is all working fine.

This function needs to be updated to validate new appointment time format that is coming from Prereg UI:

Below condition is throw the error:
if (!time.equals(dto.getAppointmentTime())) { throw new MandatoryFieldException(ErrorCodes.PRG_PAM_ACK_010.getCode(), ErrorMessages.APPOINTMENT_TIME_NOT_CORRECT.getMessage(), response); }
