Not sure the Webmentions differ so much from the pingbacks and trackbacks already available in WordPress Core:

In the WordPress admin panel - go to:
Settings > Discussion
There you have the option to enable:
"Allow link notifications from other blogs (pingbacks and trackbacks) on new articles"
It's also possible to ping manually to older blogging systems on each post.
About microformats and other data, I would have it managed by a plugin. If tied to the theme, then what happens when someone decides to go for a completely different theme?!
