The homepage ids define hash names that are used in the navigation bar to link to specific parts of the homepage, for example, www.example.org/#publications. The secondary function is that each id can be used to define CSS that is specific to only one widget/feature.

If selected publications are displayed, then that widget is assigned the publications ID rather than publications_selected because the selected publications should usually appear above other publications (i.e. the recent publications widget) and the default navigation bar only links to the publications ID. This functionality effectively automates and simplifies linking of the two publications widgets by grouping them together. Furthermore, it minimizes the space required in the navigation bar - including both Selected Publications and Recent Publications in the navigation bar would take up far too much space.
