Import FR catalog data about worldskills-infrastructure-list

@fabian Is there any preference to do this import ? A file format (Sql, csv) with maybe a specific syntax ? And how do you want to get this import ? Just a file then you can deal with it, a file in a specific folder inside API project ? Or something else that can help you to easily deploy it afterwards.

@AxioBen We only have some basic import code in https://github.com/worldskills/API-Infrastructure-List/blob/4d2d680aab98df4f879dda92f184c0ff5fd87a37/src/test/java/org/worldskills/api/il/db/ImportRequestedItems.java which reads an Excel file (see import2_togo.xlsx).

Maybe AxioCode could develop an import resource in the web service based on the existing code so the import could happen via the web interface?
