Adding a simple echo 'test'; at the start of the expand_content() function shows that expand_content seems to be being called recursively (until the memory runs out), since it shows test over and over again.

Commenting out the get_the_excerpt() call in expand_content() stops this repeated test and makes the rest of the hook entry content appear.

Somewhere then, a call to get_the_excerpt() is triggering a call to expand_content(), which calls get_the_excerpt(), which calls expand_content() etc. but seemingly only for hooks. I wonder if there's another case like #39 where a check for the hook post type has been missed out (applying the presumed fix for #39 didn't help here).
