[Ext/Filter/TFLite] Bug: Do not use array designators under c++11 about contributon2019-nns

@mojunsang26 IMO, causing build break the current version which works fine is not an option. For this reason, it is hard to apply the ways, 2 and 3. Please check the 'tensor_common.c' file. It does not incur any warnings, which means array designators are allowed under gnu89 (I am not sure).

I think there are three ways to fix.

1. replace array designators with another way. -> For this way, we may need to know about enum value of nnapi hw.
2. update the build script to check C language version
3. emit error message "do not use array designators under c++11" and return.
   Which way is better?
