Try upgrading to the latest repo as Greythane has made some changes to the WorldMap code after your version

I have checked using the current version and found that the overlay text only appears after selecting each tile image. Tile images displayed correctly otherwise.

Upload of map images is dependant upon the viewer, and the availability of the requested map tiles.
If the zoom level of the map tiles requested has not yet been creted, the mapping system will create them 'on demand' but whether they update in the viewer is dependant upon the viewer and how it caches images.
Checking the map in the WebUI will create map tiles if needed, and wait until the mapping system provides them.

Closing this as it appears this issue is a viewer related one.
