Why are you using otf? Modern browsers support woff, and IE 8 doesn't support it. Ditch the otf 😄

Please re-open with an example to run.
Note that file-loader itself doesn't do much. It will write the otf file and return a path to it in the source. Without further information it's hard to say why it fails to load.
