What gets logged to /var/webmin/miniserv.error when you click that Upgrade button?

Is there any reference in the file to upgrade.cgi ?

Can you check in your browser what the URL of that 404 not found page is?

The page is /cluster-webmin/upgrade.cgi although I can see it on the filesystem under /usr/libexec/webmin/cluster-webmin/upgrade.cgi

That's odd .. what gets logged to /var/webmin/miniserv.log when you try to access that page?

Ok .. so actually you aren't getting an error in your browser, but Webmin
itself is reporting a 404 error when trying to download a file.
What selections did you make on the upgrade form ?

Ok, I see the bug now .. sorry for taking so long to figure this out.

A fix will be in the next Webmin release, and a patch can be seen at
7fb36f7
