I ran into this issue as well - the problem was that TOR Browser wouldn't start on my server because it won't start on "headless" (no GUI) environments. So even though my server had a GUI, if I was just using SSH to log into the server, the display wasn't available.

I fixed this by using a Python Virtual Display, as seen in the headless example. This itself required me to also pip install pyvirtualdisplay.

As @GraemeMeyerGT's pointed out, this is a very common and not-helpful Selenium error, likely caused by not having a display. You can follow the headless mode example to fix this issue.
