I guess this expands to other methods like BluetoothGattService.getAllCharacteristics|getAllIncludedServices and BluetoothGattCharacteristic.getAllDescriptors as well.

Right now the only functions that take an instance id are the 3 on http://webbluetoothcg.github.io/web-bluetooth/#h3_free-functions-and-events-on-navigator.bluetooth to retrieve an instance from its ID, so I think I'd instead like to clarify that everything takes a UUID or the enumeration value representing a UUID. Then I'll make the functions taking instance IDs say that they don't take UUIDs. (One could probably infer all of this from the types of the arguments now, but I definitely don't want to rely on that inference.)

I'm trying to have the Javascript API treat everything as 128-bit UUIDs, with an easy mapping from user-provided 16- or 32-bit UUIDs. At the moment, these are all UUID objects rather than strings to avoid most of the format questions.
