Add GitHub Pages homepage about picamera

I thought it would be nice for there to be a GitHub pages homepage for the project. I forked this repo and created one as proof-of-concept or a starting point - see http://bennuttall.github.io/picamera/

I'd have filed a PR but don't think it's possible as it requires a creating a new branch upstream.

If you like the idea, create a new branch called gh-pages and you can merge my changes in. Alternatively, set it up yourself by going to Settings > GitHub Pages > Automatic Page Generator, it takes little time and effort.

If you don't fancy it, no problem :)

Interesting idea - I must admit I'm quite useless when it comes to homepages (see previous attempts at http://www.waveform.org.uk/oxitopped/ and http://www.waveform.org.uk/rastools/ and the total lack of a homepage at http://www.waveform.org.uk/ which prompted a concerned Dutch citizen to write to me suggesting that perhaps something was missing :)

Didn't know PRs can't create new upstream branches ... that's a bit sucky. I've created a new (almost) empty gh-pages branch so you can file a PR

I really ought to put a bit more work into this, feature some projects (and project ideas) on it, and make it the homepage ... when I find a spare second!
