Don’t expand URLs in print about wai-policies-prototype

This is a bit complicated since there are two needs:

• Printing the page to read - which means URLs shouldn't be expanded
• Printing the page to use - which means URLs should be expanded

Since there is only one print output meeting both these needs in a clear way becomes a bit difficult.

Having said that, I will see what can be done.

@iadawn, only noticed the comment now: With “using,” you mean memorizing the URL and typing it down for (immediate or later) use on an Internet-capable device?

Is that a likely use case, or might it be more probable that the user goes to the website, and continues navigating to references of interest from there?

I love the idea there was some sort of balance to be struck here, but looking at the specific problems, it seems to be a pretty bad bug 😐
