Tasks should automatically be reloaded about volt

I did a little work trying this a few weeks back... I was trying to leverage the shotgun gem for a decent v1, wonder if that actually makes sense or if better to just try and do it whole hog.. @dfyx if you want to try pairing on that some time, I wouldn't mind giving another shot.

@bglusman I was planning to tackle this at some point, but just haven't gotten time yet. I think what needs to happen (in MRI at least) is that an empty rack app needs to boot, load up volt, then fork. The first process needs to forward requests to the fork, then kill the fork and fork again when something changes. That way it will keep the socket connections open and handle reloading.

Tasks are now automatically reloaded (along with all other code), starting in 0.9.1.pre2 :-) And there was much rejoicing.
