Write script which generates GitHub Issues (API) based on RDF errors about vocol

Issues comment should include:

• error source code line(s) – with a GitHub link to the affected revision of a file, e.g. https://github.com/mobivoc/mobivoc/blob/2fb8011c0ce1844256a34878b7a9f4174207699d/Energy.ttl#L4
• type of error – can be done later (create a new ticket if necessary)
• affected commit(s) – can be multiple ones because we are only checking in fixed intervals
  • need to check all commits since the last commit (probably feasible by remembering the hash of the last commit)
• responsible user(s)
