Based on recently reported issues, implementing autoscaling on the Dynamodb table becomes a more important and reasonable solution.
The table will still be created as provisioned mode because it is free-tier eligible but on-demand cannot be free-tier.

Because enabling DynamodDB autoscaling requires special permission or policy, the library needs to make it configurable.

After looking into aws-go-sdk for dynamodb creation, there is no way to configure auto-scaling at creation time. Auto-scaling is controlled by the autoscaling service. https://docs.amazonaws.cn/en_us/amazondynamodb/latest/developerguide/AutoScaling.HowTo.SDK.html
It might be better off to leave enable/disable auto-scaling as a deployment option instead of embedded into code.
