I can confirm that this can be toggled during runtime. By default, the stack and the base address of dynamically linked libraries change for each exec of my test binary. Disabling ASR, likewise, does the opposite; the addresses stay the same.

And to disable ASR at boot, the norandmaps option can be appended to the kernel.

norandmaps Don't use address space randomization. Equivalent to
echo 0 > /proc/sys/kernel/randomize_va_space

I tried the kernel append param and it worked as expected. I can echo 2 to the appropriate proc node and ASR is back.

Synch'ed with @hickeng and agreed to not do anything about this yet. It's possible we don't need this yet, but good to track in case we do going forward. This is all a function of how/if we use vmfork and whether or not disabling ASR in the template is a pre-req for vmotion. Leaving this issue around until we need it.
