I've been trying to access the data via awscli but access seems restricted:
fatal error: An error occurred (403) when calling the HeadObject operation: Forbidden
I am able to access other datasets on AWS S3, so it's not a problem with credentials. Is the data currently unavailable?

Have you followed the instructions here i.e. currently the only way to download is ti have a AWS account and set the requester pays flag.

My bad, I forgot to add the correct parameter (with aws-cli/2.0.40 it's --request-payer requester). Thanks!
