Hi,
What version of Windows are you using? Win8 and up?
If yes - the problem is that "shutdown" is not real shutdown but rather S4 (hibernation). In this case when you change MAC address in command line, the device will not be reinitialised and continue to use old MAC. The solution is to shutdown (really shutdown) the VM.

You were right, thanks for the pointer!
For the record - "fast startup" has to be disabled in windows (8) to make this work.
