I'm also using Linux Mint 19.1 Cinnamon. The close, maximize, and minimize button are there. Check the latest version (in case you're still using it).
EDIT: I can confirm this issue too. Just switched the theme to default one and the close button is there. When switched back to Mojave theme (again), the close button disappear.
