Most likely because ViaVersion doesn't handle auto reading in configuration state properly causing the protocol to read packets in the wrong state

This probly is a issue with anarchia.gg and not viaversion,try reproducing on a server with no other plugins.(at this point i probly have a reputation for going into random issues and stating why they are invalid)

@CuteistCat No, this happens on multiple servers with different plugins and I already wrote what's the issue here, the transition protocol (1.20->1.20.2) for config state doesn't handle auto read correctly causing packets to be read in the wrong state
