That seems to fix the missing library error, but it still complains:

"Plugins directory not fount"

Are there any files in the directory /usr/local/lib/vacuum/plugins?

Try to run vacuum from root - sudo vacuum
If it helps check plugins folder permissions.

Error: "/var/tmp/kdecache-sje" is owned by uid 1000 instead of uid 0.

Nope, doesn't help.

(BTW, just notifying you of the installation error. I can get it to work in the 
build 
directory.)

You have build a debug version of the project, build in release mode for 
install.
