Jekyll has a built in thing for this - the posts of course! I would suggest keeping it simple, and having a category of posts (referred on the site as "News and Updates") that pertains to newsletter, and then the link that you want to create under Community can filter down to a specific tag. If you want some sort of distinct look, you can also try a custom template for them. What I wouldn't do is create a separate thing.

A post is the intended / perfect unit of operation for a news item. I don't see an easy way to do otherwise, other than maybe use a collection (not as appropriate) or manually write every page (this sounds terrible). So yes - post! And if it needs some special designation, that's what tags / categories can be used for.
