Hi @Jelfff -- Thanks for this input. I think your guidance on the best way to publish KML/KMZ files is probably too specific to include in the playbook, but if you haven't looked at it yet I would encourage you to check out Project Open Data.

There you'll find the the policy documents and implementation guide for the President's Open Data policy, and they have an active community over there where I think this feedback would be really useful (you can see their discussions here: https://github.com/project-open-data/project-open-data.github.io/issues). They also have a references page, so if you wanted to write up a blog post guide for agencies publishing KML/KMZ files, I bet they would link to that resource.
