Artifact is not bad. Better than Library, for the reasons you listed. Artifact is also used in build tool terminology to refer to something created during the build - in this case, that seems correct. The things that were built are the things we want to update. I tend to be overly-explicit in my naming, so I'd probably call it FileToUpdate or ArtifactForUpdate or something like that. I know that is a mouthful to say and type, though. I try to name more for the reader than for myself.

Yeah, these names are quite a mouthful. I like concise descriptive names, not more than 2 words long.
What about FileMetadata? And on the XML it would only be <file>.
Or any other idea?
