This should have been installed when specifying libboost-all-dev, can you assert that is not the case?

Absolutely, see http://packages.ubuntu.com/lucid/libboost-all-dev and http://packages.ubuntu.com/lucid/libboost1.40-all-dev .
However the README doesn't mention to include libboost-all-dev, so for me it's fine either way as long as it's in the readme.

It's in the README, albeit not in the "requirements" section, but the special Ubuntu build section as an argument to the "apt-get" command.
Do you have any suggestions how this could have been clarified better? Just looking for input : ).

I'm so sorry, I was talking all the time about the INSTALL file. I never looked into the README, actually, just at the INSTALL. The install misses the mentioned packages ;-) Sorry for the confusion, could have avoided this by not mixing up things in the first ....
