I'm sorry if this feels wrong for you but it actually is the intended behavior. And It will not be changed.

See the Ubuntu page about AppIndicators: "Always left click to see the items." - Seeing the menu when doing a left click is the standard Unity behavior which we try to mimic as close as possible.

Apart from that, there is no such thing as left and right click in Gnome Shell, items on the panel are supposed to have only one menu that is shown whenever a click happens. We try to integrate nicely into the shell.

You will need to hack in indicatorStatusIcon.js and add/modify some click handlers, but please don't bother to send a pull request.
