SSH-less initialization about inertia

My thoughts on this: I think a setup script that works without having to ssh in is a no-brainer and probably not too difficult. BUT I don't think we should design the CLI to work only (or at all) from a host machine, because it's a lot of work for little benefit (you're basically reimplementing the functionality SSH already provides).

I'm imagining we have a daemon, a cli, and a bootstrap.sh. The cli and daemon work as discussed in the README and the bootstrap.sh is a script you can pipe into an ssh to bootstrap a new system by installing Docker, starting the daemon, running inertia init and printing anything needed to setup webhooks.

@jordanschalm If Inertia runs as a daemon, when what will the CLI do? Will it communicate with a running daemon, and if so, how?
