I think we had a similar Problem that was PostgreSQL specific, what database are you using and what rails Version?

The database is MariaDB 10.0.14 and Rails versions are 4.1.6 and 4.2.beta2.
This problem happens on the User model with Devise. Other models do not have this problem.

This combination shouldn't be a problem.

Then I'm afraid I have no idea what the issue is here.
Maybe Devise does something weird.:)
I guess you'll have to go with setting the state explicitly.
