The CSV file being converted to PO
This is the file returned by a translator that needs to be converted to PO. We
have to use the —charset=windows-1252 option to do the correct conversion.

Works for me with the snapshot at 20060202 bug day snapshot at 0159 (12:00 SA time)
Tried with and without the —charset option
