To be honest we used to do one PO per top level directory. Most files were over
5000 strings longs. It becomes almost impossible to divide work amongst
translators with files of that size and because of that we had requests to break
it down into smaller files. The unfortunate side effect is that some files will
ahve only 1 or 2 strings, but this is a rarity.
One big PO file would be 21000 strings. Most PO editors will simply fall over
with a file that big.
Maybe you could motivate why you propose this change?
